  Overview
 
Dongnai is a large province of southeast Vietnam , located in a major economic region of the south of Vietnam . With area of 5,866 sq.km, Dongnai enjoys a stable economic development in aspects of industry, construction, service, agriculture, forestry, and fishery during the 1996 – 2001 period (with an average growth rate of 12 per cent). Dongnai has had all road, sea, and rail transport connect with most other provinces of the whole country, especially, with those being regarded as “the country's economic motive forces”. Annual output of the province's agricultural products is pretty high. Besides, the province has developed many industrial parks that hosts lots of investment incentives for food and agricultural products processing (Long Khanh, Tam Phuoc, Bau Xeo, Xuan Loc, Dinh Quan industrial parks…). In view of this, it is said that Dongnai is both a big-demand market and a potential trade point for such a project as key market as well as a trade center.
  Some Features
  According to 1999 census, Dongnai population is 607,128, of which 30.5% is urban, that means 23.5% higher than the average level of the whole country. The urban population has also grown rapidly at the average rate of 2,78% over the latest five years.

Tan Bien is one of newly developing wards of Bien Hoa city, with a rather high population density and a wide range of small businesses. Under this circumstance, Sat market was formed in order to satisfy the local needs of sales and trade of goods. Over a long operation period, the existing market has become too old for its temporary constructed structure and downgraded steel-sheet roofing while the increasing population density. There have been, especially, many magnates who have used Sat market as a favorite place for unloading of goods ( time for unloading goods is approximately at mid-night until dawn), then a great amount of goods has been delivered to various distance shops. This has also made the volume of goods in the city hike up while the Sat market size has remained unchanged. Accordingly, disorders and traffic accidents have frequently happened at the market compound, which spoil the market beauty due to street encroachment.
  Such spontaneously uncontrolled trading not only makes the traffic stuck but also spoils the market beauty and causes reduction in the number of goods being sold within the market. Because many buyers do not want to take long walks into the market and purchase commodities with competitive prices sold by “free-duty” traders at the front of the market.
  Bien Hoa is a class-2 city with high economic growth rate; the city people living standards are significantly improved over these years. It is also a fantastic place for industrial park development. Therefore, the setup of another new key market is essential as far as wholesale, distribution of materials and food from and to industrial parks is concerned.
  For these reasons, building a new market under a well-prepared planning in order to well arrange and settle all businesses turns out an urgent task. Once the new market is formed, it can help prevent traffic jams and disorders at the front of the market, boost the sale potential at the market; satisfy increasing demand of users; create favorable conditions to the market management for ease supervision and control.
